District 3 includes Balboa Park, Bankers Hill, Downtown, Golden Hill, Hillcrest, Little Italy, Mission Hills, Normal Heights, North Park, Old Town, South Park and University Heights. It is currently represented by Councilman Todd Gloria, who is termed out.
