San Diego has a new independent budget analyst.
The city council on Monday appointed Charles Modica to fill the position which was created during San Diego's 2004 financial crisis.
The IBA plays a key role in ensuring the city is on strong financial footing, and that the city council is able to pursue its own agenda independent of the mayor's office.
Modica's predecessor Andrea Tevlin, who retired in last fall, had high praise for the incoming analyst.
"Those of us who have worked with Charles over the years have high respect for him, not solely for his excellent, solid and spot on work, but his steady manner and positive demeanor. He's just a really smart, great guy."
Modica joined Midday Edition on Tuesday with more on his recent appointment.
