A slow-burning, 20-acre brush fire was reported about 4:30 p.m. Saturday in the wilderness east of Otay Mesa on Kuebler Ranch Road near Otay Mountain Truck Trail.
The fire, initially reported at 100 acres, was moving at a slow rate and its forward spread was stopped by about 5:30 p.m., according to Cal Fire.
Firefighters used air and ground resources to battle the blaze, said Cal Fire Capt. Kendal Bortisser. It was not threatening structures, he said.
U-T San Diego reported that four people who may have sparked the fire while target shooting had been detained. A crew in a Border Patrol helicopter saw a vehicle leaving the area where the fire started, the U-T said.
The vehicle was stopped at Alta Road and Paseo de La Fuente, sheriff's Lt. Christine Robbins told the U-T. Deputies said the people in the car had been shooting guns.
