The top ranking goes to the commissioner representing San Diego County.
Esther Sanchez, a coastal commissioner from Oceanside and deputy mayor of the city, ranked number one with a 90 percent voting record.
The groups ranking the commissioners include the Surfrider Foundation, Sierra Club and California Coastkeeper Alliance.
Angela Howe with the Surfrider Foundation said Sanchez voted in favor of revoking a coastal development permit for the Carlsbad desalination plant.
"We analyzed 21 votes this past year; the big key votes where there was a lot of debate and usually paid lobbyists were involved and the stakes were high," said Howe.
Howe said another vote considered in the rankings involved an issue with the Port of San Diego.
"The commission denied a permit request from the San Diego Port District for the Embarcadero area, which would have reduced public access and open space," Howe said.
She said the rankings are based on how the 10 coastal commissioners voted to protect the coast.
"We're not per se anti-coastal development," said Howe. "We ask that development be put in the right place and the right manner upon the coast."
The average rank for the 10 commissioners was 61 percent, a drop of 5 percent from the 2009 rankings.
