Boxer Says Climate Change Legislation Certain Under Next President
It was political squabbling that killed a landmark climate-change bill in Congress last week. The measure would have created a cap-and-trade system for greenhouse gas emissions, similar to the system in California.
Texas Republican Senator John Cornyn opposed the idea.
Cornyn: This bill would be like a wet blanket on the economy, raising electricity prices, raising gas prices, and everything from agriculture to small businesses.
California Democratic Senator Barbara Boxer was a major sponsor of the bill. KPBS reporter Andrew Phelps asked her what's next, and exactly what a cap-and-trade system is.
