I WILL TELL YOU, REPUBLICAN MAYOR, I AM THE MAYOR OF THE CITY OF SAN DIEGO AND WHAT I WOULD LIKE TO SAY IS IS MY APPROACH AND I THINK IT IS THE RIGHT APPROACH, IT IS NOT LOOKING AT THINGS THROUGH A REPUBLICAN OR DEMOCRATIC LENS, IT IS WHAT IS THE BEST THING WE SHOULD BE DOING FOR THE CITY. AND I THINK THAT IS MY STYLE. I THINK IT IS WORKING IN TERMS OF THE CHANGES WE ARE MAKING IN SAN DIEGO. I HAVE THE OPPORTUNITY TO SPEAK TO A LOT OF GROUPS THAT COMING TO SAN DIEGO AND WE HAD LEGISLATORS FROM ACROSS THE COUNTRY THAT ARE HERE THIS WEEK AND TALKING ABOUT INNOVATION AND TALKING ABOUT CHANGES IN GOVERNMENT. I UNDERSTAND THERE IS GOING TO BE SOME PRESIDENTIAL CANDIDATE CYCLING THROUGH SO YOU ALWAYS GET SOME FOLKS WHO LIKE THAT AND SOME FOLKS THAT WANT TO PROTEST THAT AND THAT IS CERTAINLY PART OF LIFE IN POLITICS FOR. THE THING IS AS YOU SAY THERE ARE SOME BIPARTISAN PEOPLE ATTENDING THIS CONFERENCE BUT THAT THE AGENDA OF MUCH OF THE LEGISLATION BEING DISCUSSED THERE IS THINGS LIKE HOW TO REDUCE THE LEGISLATION TO LIMIT CLIMATE CHANGE AND TO SUPPORT SUSTAINABLE ENERGY. HOW MUCH WOULD YOU SAY THAT THE CONFERENCES AGENDA MATCHES YOUR AGENDA? I WILL TELL YOU I'M A STRONG SUPPORTER ON CLIMATE CHANGE. LET'S TALK ABOUT THE NEXT THING THAT A LOT OF PEOPLE ARE TALKING ABOUT WHICH IS THE CHARGES. ALWAYS. DO KEEP THEM IN TOWN? YOU'RE NOT ABOUT TO LET THEM GO EASY. THE LATEST THING I UNDERSTAND THAT HAS HAPPENED IS LA LAW GROUP HAS THAT YOU LETTER SAYING THAT THIS ENVIRONMENTAL REPORT THAT IS BEING PRODUCED FOR $2 MILLION, TAXPAYERS MONEY, IS THE PROCESS THEY SAY APPEARS TO BE A HASTY APPROVAL OF A FOOTBALL STADIUM. THEY SAY THAT THEY WANT TO MAKE SURE PUBLIC AGENCIES DON'T PROVIDE SPECIAL TREATMENT FOR SPORTS STADIUMS. SO THIS IS NOT EXACTLY A LEGAL CHALLENGE BUT IT IS A WARNING SHOT, ISN'T IT? IT CONFIRMS WHAT THEM CHARGERS SPOKESMAN HAS BEEN WARNING YOU. OUR CITY ATTORNEY HAS A STRONGLY DIFFERENT VIEW. WE HAVE SAID VERY CLEARLY AND THE COUNCIL SUPPORTED THIS LAST WEEK, SUPER IPODS THE MAJORITY OF THE COUNCIL TO MOVE FORWARD WITH THE AR. WE ARE GOING TO DO IT RIGHT INTO IT METHODICALLY. AND WE ARE GOING TO MAKE SURE THAT EVERY EYE IS DOTTED IN EVERY T HIS QUEST. IT IS TAKING A LOT OF WORK BUT IT IS IMPORTANT. IT WAS IMPORTANT TO ME AND TO THE COUNCIL. WE ARE GOING TO BE ABLE TO DEMONSTRATE THAT SAN DIEGO CONTINUES TO MOVE FORWARD. WE HAVE THE ABILITY, WORKING TOGETHER FOR THE COUNTY, WORKING TOGETHER WITH HER HOW TO COUNCIL OR CITY COUNCIL TO COME UP WITH A FAIR PLANT THAT I THINK TAXPAYERS WILL ULTIMATELY SUPPORT AND VOTERS HAVE THE OPPORTUNITY TO MOVE FORWARD ON. AT SOME POINT IN THE FUTURE. A PROJECT LIKE THIS NORMALLY AN ENVIRONMENTAL IMPACT REPORT WOULD TAKE MUCH YOUNGER THAN SIX MONTHS. EXPOUNDS WE CHALLENGE. IT'S NOT ONLY LOOKING AT THE REPLACEMENT OF QUALCOMM STADIUM, I THINK ONE OF THE REASONS WE WERE ABLE TO COMPLETE IT IN THE AMOUNT OF TIME WHERE DOING IS THERE IS EXISTING STADIUMS ARE NOW. YOU CAN LOOK AT WHAT SOME OF THE TRACK THAT -- TRAFFIC PATTERNS ARE. IT WOULD BE DIFFERENT IF HE DID HAVE A FACILITY THERE. WHEN I CAME IN I SAID WE ARE GOING TO HAVE 50% OF ALL NEW REVENUE GOING TO INFRASTRUCTURE AND ALL THAT PRIORITY STREET REPAIR IS THE NUMBER ONE PRIORITY. PEOPLE ARE STARTING TO SEE THE DIFFERENCE THE FACT THAT THE CITY COUNCIL PASSED THE BUDGET WITHOUT PRIORITY IN THEIR UNANIMOUSLY COME I THINK SPEAKS VOLUMES ABOUT THE WORK WE ARE DOING AND WORKING TOGETHER. IN THE STRUCTURE PRIORITIES ARE ABSOLUTELY THE CITIES NUMBER ONE PRIORITY AND MY NUMBER ONE PRIORITY AS MAYOR. 1000 MILES OF ROADS SOUNDS GOOD BUT THERE WASN'T AN ANALYSIS IN VOICE OF SAN DIEGO THAT SUGGESTED THE MONEY WOULD TAKE TO DO THAT IS TO $100 MILLION LESS THAN WE ACTUALLY NEED. AND WOULDN'T ACTUALLY THE CITY WITH NO MONEY FOR STREET REPAIRS IN 2020. SO I WANTED TO ASK YOU IF YOU'RE LOOKING MORE I'M LOOKING BEYOND YOUR OWN TERM INTO THE LONG-TERM OF WHAT THE CITY NEEDS FOR THIS MASSIVE IN THE STRUCTURE DEFICIT IN LIGHT OF BOND MEASURE SOME POINT BECOME APPROPRIATE? YOU HAVE TO LOOK LONG-TERM. THAT IS ONE THINGS IN ONE OF THE REASONS WE ARE DOING ASSESSMENTS OF OUR SIDEWALKS. OF THE CONDITION OF OR CITY BUILDINGS, WHERE WE NEED NEW STREETLIGHTS, FIRE STATIONS. FOR YOU PUT ANY BOND MEASURE ON THE BALLOT.GOVERNOR. JERRY BROWN JUST SAID AT A CONFERENCE OF MAYORS THIS WEEKEND IN ROMA I BELIEVE THAT WAS SPONSORED BY THE POPE, HE SAID THAT HUMANITY MAY HAVE ALREADY GONE OVER THE EDGE IN TERMS OF GLOBAL WARMING AND THAT UNLESS WE CHANGE COURSE WE FACE EXTINCTION. THOSE ARE STRONG WORDS TO MAYORS FROM AROUND THE WORLD. WHAT ARE YOU, AS LEADER OF SAN DIEGO, DOING TO MAKE SURE THAT WE ARE IN FACT ADDRESSING CLIMATE CHANGE? IT IS M STREET -- EXTREMELY IMPORTANT. IN FACT, WORKING WITH -- IT IS GOING TO BE A VERY BOLD CLIMATE ACTION PLAN WITH A FOCUS ON THE GLOBAL ENERGY. AND BEING ONE THAT I THINK WE'RE GOING TO BECOME A LEADER, NOT JUST IN THE STATE, BUT ACROSS THE COUNTRY. AND THAT WAS A PLAN THAT WE HAVE DONE A LOT OF WORK WITH IN OUR ENVIRONMENTAL COMMUNITY AND SMALL BUSINESS COMMUNITY AND OTHERS. WE HAVE THE ABILITY AND WE CAN NEVER TAKE FOR GRANTED IN MY MIND WHAT MAKES US SO SPECIAL IN SAN DIEGO WHICH IS OUR NATURAL ENVIRONMENT. OUR ABILITY TO HAVE A SUSTAINABLE FUTURE. WHEN IT COMES TO THE ISSUES OF CLIMATE ACTION I THINK OUR PLAN IS A BOLD ONE, NUMBER ONE. ON THE OTHER PARTS OF SUSTAINABILITY, SOMETHING I'M SPENDING A LOT OF TIME ON RIGHT NOW, SRP WATER PROGRAM. AND MOVING INTO WATER RECYCLING. WE HAVE ONE OF THE MOST AMBITIOUS PROGRAMS IN THE ENTIRE STATE. SOME FOLKS HAD THOUGHT THAT FOR LONG TIME AND THAT IS FINE BUT THE KEY TO US HERE IN SAN DIEGO IS NOT TO BE DEPENDENT UPON METROPOLITAN WATER DISTRICT UP IN LOS ANGELES. DO SPEND A LOT OF TIME ON REALLY LETTING FOLKS KNOW SAN DIEGO IS A GREAT PLACE TO NOT ONLY EXPANDED BUSINESS, BUT TO START A BUSINESS THE FACT THAT PEOPLE ARE RECOGNIZING THAT FACT WHERE NATIONAL GEOGRAPHIC JUST NAMED AS ONE OF THE WORLDS SMARTEST CITIES A COUPLE MONTHS AGO, THE FACT THAT FORBES MAGAZINE CAME OUT OF THAT WE ARE ONE OF THE BEST PLACES FOR NEW STARTUP COMPANY TO START IN THE COUNTRY THOSE ARE THINGS THAT I THINK WE ARE ALL PROUD OF AS SAN DIEGANS A PART OF OUR CULTURE OF INNOVATION. QUALCOMM IS BIG PART OF THAT. ARE YOU CONCERNED THESE CUTS MIGHT BE THE SON OF A WEAKENING OF THAT SECTOR? I THINK I SHOULD LOOK AT SOME OF THE THINGS AND THE CHALLENGES THEY ARE FACING OVERSEAS AND INTERNATIONAL I THINK ALL SIGNS POINT TO WE SEE THE EXPANSION OF SO MANY OF OUR INCUBATORS SO MANY OTHERS THAT THIS IS A GREAT TIME FOR SAN DIEGO. San Diego Mayor Kevin Faulconer told KPBS Midday Edition on Thursday that the $2.1 million the city agreed to spend on an environmental analysis of a proposed NFL stadium will be money “well-spent.”
Faulconer’s comments come after a Hermosa Beach law firm challenged the city’s plan to develop the environmental impact report for the proposed stadium in Mission Valley. Lawyers from Chatten-Brown & Carstens LLP of Hermosa Beach sent a 34-page letter to stadium planners, urging them to reissue a document called a "Notice of Preparation.”
In the letter, they called for city officials to "develop a full understanding of the environmental consequences" before constructing a stadium.
But Faulconer said the city’s attorney has a “strongly different view.”
“We said it very clearly — we’re going to do it right,” Faulconer said. “We’re going to do it methodically. It’s taking a lot of work.”
Faulconer said ultimately the voters will decide whether they’d like to have a new NFL stadium that could house the San Diego Chargers.
He also touched on other topics during one of his regular visits to Midday Edition.
Speaking at ALEC
Some criticized Faulconer this week when he spoke at the 42nd annual conference of the American Legislative Exchange Council, a group that advocates for limited government and free-market initiatives.
In a protest organized by Democrats, labor unions and others, about 1,000 people demonstrated Wednesday against the conference held at the Manchester Grand Hyatt.
The mayor said he addressed the conference because it gave him the opportunity to speak to elected officials from throughout the U.S.
“My approach, and I think it’s the right approach, is what’s the best thing we could do for the city?” Faulconer said. “This is part of life and politics.”
Faulconer, a Republican, likened the protests to those that were made when he welcomed President Barack Obama during a San Diego visit.
Qualcomm’s cuts
Qualcomm, a San Diego-based provider of mobile device computer chips, announced this week plans to cut its workforce by 15 percent following a massive drop in net income and revenues.
Although the company employs 5,000 people in San Diego, Faulconer said he believes the company will continue to thrive.
“I’m very confident that Qualcomm will weather through,” Faulconer said. “A healthy, strong Qualcomm is very important to me.”
