The 2009 California legislative session saw some wins for environmental groups but also some crushing defeats.

Efforts to protect open space, the ocean and air were unsuccessful in the session Dan Jacobson, the legislative director for Environment California, said four bills to reduce marine debris didn't survive.

"There were really good solutions that were out there," Jacobson said. "But unfortunately, they didn't pass this year."

One of those bills would require bottle caps to be leashed to the bottle. Another failed bill would have banned cigarette smoking at state beaches. But Jacobson says legislation to ban lead wheel weights passed.

"That will reduce the amount of lead pollution that we have in our drinking water and it's just in the environment," Jacobson said.

Jacobson said he hopes some of the bills that didn't make it through this year will have a chance of passage in next year's legislative session.
